The Goverment estimates that £350 million is currently lost through house purchases that fall through due to problems that only come to light in the latter stages of the sales process.
By switching the onus on to the seller to provide legal documentation and information about the condition of the property at the begining of the marketing process, the hope is that fewer prospective buyers will change their mind late in the sales process.
The Government also hopes that by putting the onus on the vendor instead of prospective buyers to supply documentation and information regarding their property, that it will stop people putting their property up for sale just to see what they would get for it. This practice is commonly known as "Testing the Market"
Home Information Packs are the instrument that have been created to address these issues. From August 2007 Home Information Packs will be mandatory for all four Bedroom Domestic Property being offered for sale to the public. Home Information Packs will need to be put together before the property can be marketed and will contain the following:

Evidence of Title
Leasehold & Common hold Documents
HIP Index
Voluntary Components
HCR (Home Condition Report)
Legal Summary
